L. MICHIGAN WATER LEVELS: 'HIGHER THAN BEFORE, BUT NOT BY MUCH'; L. SUPERIOR AND ERIE SET TO BREAK MAY RECORDS Water levels on all Great Lakes rose by more than a half-foot and are forecast to stay well above average this summer, with two lakes expected to break record highs, according to the U.S. Army Corps of Engineers.  Even under a wettest scenario, L.
